How does the Zimbabwean driver license compare to the PRDP?

60a3c Traffic Signs Rules of the Road

Question:

If a Zimbabwean citizen with a work permit in SA has an international driver’;s license (Code 14) – does he have to have a PDP or does the international license cover that?

Answer:

An IDP is not a PRDP but just an international translation of a licence. Zimbabwe has a document referred to as a defence driving certificate that serves a similar purpose to a PRDP. It does however not serve as a dangerous goods permit as additional training is required for that.

How will new legislation address the issue of parking license disks for the disabled?

Question:

My sister has contacted the local municipality responsible for issuing Disabled License Discs. This is a renewal not a new application, she was told that they would have to print the registration of her vehicle on the disc, and they are not allowed to issue more than one disc per person for any other vehicles.

This makes absolutely no sense, because that confines her to the use of only one vehicle. She owns 3. She also works in an environment which requires her to use different pool vehicles at any given time.

Please advise as there must be a way to resolve this because it is not practical or helpful to her situation.

Oregon City fines Uber business For Failure to Get License

The city of Eugene, Ore. has fined the ridesharing business Uber $ 2,000 for failing to get a city license, and a city official says the fine could be repeated every day.

But the Eugene Register-Guard reported that regardless of whether Uber appeals the fine or pays up is questionable, given that the firm and other people like it have ignored fines and resisted regulation in other cities.

Uber began operating in Eugene and neighboring Springfield in July. As in other cities, that angered standard cab companies that have to get licenses and spend annual costs.

An Uber manager didn’t address the fines especially in a statement but stated the business would defend the rights of Uber users and help Uber drivers.

Uber customers download its app and hail rides from pools of independent drivers.

Can a licensing authority refuse to renew a car license because of any outstanding fines ?

;

c5daf Traffic officer roadblock kroonstad 1024x768

Question:

Are there any possibility that a licensing authority can refuse to renew a car license because of any outstanding fines ?

Answer:

Yes there are but it must be made clear that this does not extend to traffic fines that have not reached legislated stages.

These stages are as follows:

  • If an Enforcement Order has been issued in terms of the AARTO Act; or

  • If a Warrant of Arrest has been issued in terms of the Criminal Procedure Act.

If you get an R114 statement of account from the licensing authority, you will note that it lists traffic fines, as well as licensing fees and penalties. Most commonly, licensing transactions are blocked because outstanding licensing fees and penalties thereon exist.

Regulation 59 of the National Road Traffic Regulations state the following

59. Arrear fees for licensing of motor vehicle or motor trade number

(1) If application is made for the licensing of a motor vehicle or motor trade number in a month following the

month in which liability for the licensing of such motor vehicle or motor trade number arose, arrear licence fees,

calculated at one twelfth per month of the annual licence fees from the first day of the month in which liability for

such licensing arose until the last day of the month preceding the month in which application is made, shall be

(2) If a person who owes any penalties or fees in terms of the provisions of this Act to any registering

authority or driving licence testing centre, applies for any transaction, the registering authority or driving licence

testing centre to whom such application is made, may refuse to effect the transaction applied for or, in the case of

an application for the licensing of a motor vehicle at a registering authority, refuse to issue a licence disc to the

applicant, until such penalties and fees have been paid, and may apply any amount tendered in settlement of such

penalties and fees due.

[Subr.(2) substituted by r. 25, GNR.1341 of 23 September 2003 w.e.f. 23 July 2004.]

(3) If a person who has committed an offence in terms of this Act failed to appear in a Court of Law and as a

result of such failure a warrant of arrest of such person has been issued, applies for any transaction, the registering

authority or driving licence testing centre to whom such application is made, may refuse to effect the transaction

applied for or, in the case of an application for the licensing of a motor vehicle at a registering authority, the

registering authority may refuse to issue a licence disc to the applicant.

[Subr.3 inserted by r. 16, GNR.404 w.e.f. 4 May 2007.]

;

In simple terms, what this all means is that licensing transactions may be refused if:

;

  • Outstanding licensing fees and/or penalties on licensing fees exist;

  • If a Warrant of Arrest has been issued against the name of the registered owner; and/or

  • If an AARTO Enforcement Order been issued against the name of the registered owner.

A licence disc may also be withheld if the vehicle in question does not have a valid roadworthy certificate.

Licensing authorities MAY NOT withhold a licensing transaction because there are “outstanding traffic fines”. They may inform the alleged offender that they exist, but that’s about it.

But because eNaTIS automatically withholds licence discs when other conditions exist, licensing authorities who are part of the traffic authorities in the municipalities they operate, incorrectly tell people that it is the outstanding traffic fines that are causing the licence disk or other licensing transaction not being allowed. Effectively, the con people into believing that this is so, instead of being honest. It’s a very sad situation.

When Do You Require a New Driver’s License?

Nobody likes getting up early to face the in no way-ending lines at the Department of Motor Cars (or your state’s equivalent issuing workplace). But some circumstances warrant the trip, or at least a go to to the state’s Division of Transportation site. The distinct regulations about when to get a new driver’s license differ from state to state, but here’s a fundamental guide to understanding when you need to have a new license and how to get it.

You’ll need to have a new driver’s license if:

You are a teen driver who has in no way had a driver’s license.

You will need to have a new driver’s license if you are a teen driver age 16 or older. Each state has some kind of driver’s education system, and all teens are essential to pass written and vision exams before acquiring their learner’s permits. In Alaska, Iowa and South Dakota, teens can get their permits as young as age 14, whilst teens in Connecticut, Kentucky and New York for instance, have to wait until they turn 16. Some states, like Illinois and Colorado, mandate that teens beneath 18 take a driver’s education course, even though such classes are optional in other states such as Alabama. A 2011 survey by the National Highway Visitors Safety Administration found that 29 states require teens to take driver’s education classes.

Ahead of teens acquire their licenses, they are necessary to pass a driving abilities test. Then they need to bring some mixture of the following documents to their state’s license-issuing workplace:

  • Social Security card

  • Identification (photo ID or passport)

  • Proof of state residency (copy of lease, utility bill or mortgage)

  • Proof of citizenship (birth certificate, passport, resident card, and so forth.)

The expenses of new licenses differ broadly. Sixteen-year-olds in New York must spend up to $ 90, which includes the application, license and document fees. In Iowa, a fundamental license only expenses $ 4 a year and is valid for 2 to 8 years.

You have recently immigrated to the U.S.

If you are an immigrant in the U.S., you can use an International Driving Permit (IDP) along with your non-U.S. license to drive legally when you initial arrive (You have to carry both of these documents together in order for each to be valid.). An IDP officially translates your foreign driver’s license into 10 languages and is very good for a single year. You need to get an IDP in the country that issued your non-U.S. driver’s license prior to moving to the U.S.

When you establish residency in a U.S. state, you’ll want to get an official driver’s license. Eleven states — California, Colorado, Connecticut, Illinois, Maryland, New Mexico, Nevada, Oregon, Utah, Vermont and Washington) — Puerto Rico and the District of Columbia presently concern driver’s licenses to immigrants regardless of their legal status. The specifications for acquiring a license in these states and territories include passing a driving test, displaying proof of residence and carrying auto insurance.

Some states have specific agreements with certain nations that make it easier for immigrants from that country to get a U.S. license. For instance, South Koreans are exempt from taking the written and road tests in Georgia as extended as they also have an IDP.

Under the Deferred Action for Childhood Arrivals Act, most states now allow men and women under age 31 who have lived in the U.S. for at least 5 years to obtain a legal driver’s license if they came to the U.S. ahead of they turned 16.  Arizona and Nebraska do not recognize immigrants impacted by this law and do not grant them driver’s licenses.

You are a U.S. citizen who has lately relocated to a new state.

Due to the fact U.S. driver’s licenses are issued by each and every state independently, you will need a new one if you move to a new state. Several states have a deadline to renew your vehicle registration and get a new license following you establish residency that state. It can be a few as 10 days in states such as California and as lengthy as 1 year, as is the case in Wyoming.

If you have a valid license from your prior state, you can transfer it and get your new license more easily at a license-issuing workplace near your new house. Just bring in your old license, Social Safety card, proof of residence and payment for the new card.

Your present driver’s license is lost or stolen.

If your license is missing for any cause, you will need to get a new one as quickly as attainable simply because it is illegal to drive with no 1. There are many methods to get a replacement license: All states situation them in-particular person at nearby license-issuing offices, and some states let you order by telephone, on-line or by mail. You will want to bring the right identification and payment to cover the replacement fee, which tends to be lower than initial license charge. For example, a Maine license charges $ 30 initially, but a replacement expenses only $ 5.

Some states have policies requiring drivers to report stolen licenses. The Illinois Secretary of State’s workplace recommends residents with lost or stolen licenses speak to the police. Washington drivers should file a report with the state’s License Integrity Unit, which investigates criminal activity related to licenses.

Your existing driver’s license is expired or about to expire.

Your driver’s license will expire following a pre-determined quantity of time, which can be anyplace from 2 to 8 years in most states. Arizona licenses are valid the longest: till drivers turn 65. Just before your license officially expires, you ought to obtain a renewal notice alerting you of the deadline. You can renew on the internet, by mail, by telephone or in-particular person at your local licensing office. In some states such as Ohio, you might want to take a driving test once again ahead of you can get a new valid license if your license has been expired for a specific quantity of time without renewal.

Driver’s license regulations are decided on a state-by-state basis, so be certain to check with your state’s license-issuing office for specifics. But by following these recommendations, you ought to have a good idea of how and when to get a new license so you can get in and out of the license office far more rapidly or stay away from going all collectively.

Ford Provides to License Its Police “Surveillance Mode” Camera Tech to Other Cop-Automobile Makers

September 19, 2014 at 10:08 pm by Clifford Atiyeh | Photography by YouTube/Ford

a899e Ford Police Interceptor Surveillance Mode 626x354

We’ve sat in parking lots, bored, and switched on the backup camera feed to watch who’s behind us. Now Ford has brought this notion to its logical and security-oriented conclusion for its Police Interceptor models: If an individual walks also close to the rear, the parking sensors beep, the doors lock, and the windows roll up.

Ford calls this trick “Surveillance Mode” and bills it as “a very first line of defense from prospective assailants” the automaker and its partner are now willing to license it to other manufacturers of police sleds. Certain non-cop autos from companies such as Tesla and Land Rover do enable the driver to enable the backup camera at any time, even at highway speeds. And automobiles with front and side cameras—which Ford doesn’t provide on its Taurus- and Explorer-primarily based Interceptors—can display a 360-degree view, which this technique cannot.

But as the officer in the under video attests, numerous police males and females have their heads down undertaking paperwork or working on their laptop even though idling, and this system does give them a heads-up to get their heads up when somebody gets as well close. And given the Taurus’s mail-slot rear window, her point that it supplies a wider field of view—particularly of a person’s hands—is well taken.

Clerical Errors Delayed 100s of Driver License Suspensions in Penn.

Driver’s license suspensions in hundreds of criminal cases in Pennsylvania since 2008 are being carried out now because of what York County, Penn., officials say was an oversight.

The York Dispatch reported on August 6 that defendants in about 2,000 cases who were convicted or pleaded guilty to certain drug offenses, such as simple drug possession or dealing, never received the automatic 6-month suspension the law requires.

County Clerk of Courts Don O’Shell says the suspensions were not executed because some former clerks in his office did not notify PennDOT about the drug cases.

“I was unaware and I should have been aware,” he said.

Suspensions in all drunk-driving cases were being properly reported, he said.

O’Shell launched an internal review after reading about a pair of traffic fatalities in Philadelphia that involved drivers whose licenses should have been suspended for drug convictions.

The cases that have come to light so far were among 12,000 drug-offense notifications. O’Shell said more discrepancies are likely as he extends the review to 2004, when he took office.

“I suspect the number will continue to grow, maybe by as much as 2,000 or 3,000 more,” he said.

Nearly all the clerks who failed to make the PennDOT notifications are no longer employed by the office, but not for disciplinary reasons, O’Shell told the newspaper. Clerks who fail to comply in the future will be disciplined, he added.

York lawyer Jeff Marshall said he’s been contacted by 2 former clients who were notified their licenses were being suspended. He said, “it just seems unfair to these clients.”

“Most of them have completed their supervision, gained employment and moved on with their lives,” he said. “It’s a significant hardship.”

Conversion of a foreign drivers license only apply to the Foreigner who do not have SA Citizenship

Question:

I hope you can help me.  We are from the USA.  We have permanent residence here in SA.  My husband and I have exchanged our California drivers licenses for SA licenses after we became permanent residents.  My question is about my son.  He is also a permanent resident.

He went to study in the US after he matriculated here in 2012.  Now he is back living in SA.  While he was in California he got his driving license.

Is it possible for him to exhange it for a SA one now that he has decided to study here?  He has been a permanent resident since 2010, but was not eligible to drive at that time.  I cannot find any mention of this sort of thing on the official Dept. of Motor Vehicles site.

Answer:

Your son must start the whole process afresh by doing learners license and a drivers licence test in South Africa to be issued with a valid SA driving licence, because the regulation in place state that if you are a South African Citizen, permanent born in South Africa you are expected to have a valid South African drivers before a Foreign drivers licence.

The conversion only apply to the Foreigners’ who do not have SA Citizenship to convert their licence to a South African.
